The Township of Bordentown seeks to have a new municipal complex constructed behind its current facilities at 1 Municipal Drive. The project for the new municipal complex will include the construction of a two-story building, renovations to the existing Senior Community Center and site work.

PUBLIC NOTICE IS HEREBY GIVEN that sealed bids for the construction project of the new municipal complex will be received by the Township Clerk for the Township of Bordentown, County of Burlington, State of New Jersey on Tuesday, June 25, 2024 at 11:00 a.m. prevailing time at Bordentown Township Municipal Building, 1 Municipal Drive, Bordentown, NJ 08505 at which time and place bids will be opened and read in public for the TOWNSHIP OF BORDENTOWN MUNICIPAL COMPLEX.

Electronic copies of the Bid Documents may be obtained through IEI Architects/Designblendz website https://www.designblendz.com/bids. There is no charge for obtaining an electronic copy of the Bid Documents.

A pre-bid meeting and walk through will be conducted at the project site, Township of Bordentown Municipal Complex, Municipal Drive, Bordentown, New Jersey 08505 at 10:00 a.m. prevailing time, on Thursday, May 23, 2024. Due to the complexity of the project work, attendance by prospective bidders at this pre-bid meeting and walk through is strongly encouraged. Failure to attend the pre-bid meeting and walk through does not relieve a bidder of any obligations or requirements of the bid.

The Township of Bordentown reserves the right to consider the bids for sixty (60) days after the receipt thereof in which award will be made to the lowest responsive and responsible bidder in accordance with N.J.S.A. 40A:11-6.1. The Township has the right to reject any or all bids as permitted by New Jersey Public Contracts Law and also to waive minor informalities. The Owner, the Architect or the Construction Manager do not assume any responsibility for bids mailed or misdirected in delivery. A bidder may request a withdrawal of a bid, due to a mistake on the part of the bidder, within five (5) business days after a bid opening in accordance with N.J.S.A. 40A:11-23.3.

Bids must be on the bid form prepared by IEI Architects/Designblendz, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Bidders shall submit an original and two paper copies in a sealed envelope, clearly marked on the outside with the words "Municipal Complex Bid" and the name of the bidder. Within two business days of being named the apparent low bidder, the apparent low bidder shall provide one digital copy of their bid via email to m.carrington@bordentowntwp.org.

Said bids shall be addressed to Maria Carrington, Township Clerk, 1 Municipal Drive, Bordentown, NJ 08505.

Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder as principal and having as surety thereon surety company approved by the Township of Bordentown in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond.

Prospective bidders are advised that this Project is subject to a Project Labor Agreement (PLA). The PLA will be binding upon all Contractors performing on site Project work.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), P.L. 1963. C150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et seq.).

The contractor is further notified that he must comply with P.L. 1977, c. 33, and submit a Disclosure Statement listing stockholders with his bid.

The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.

The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.

Bidders are required to comply with other information required as shown in the bid packet.
