In Solicitation of a
Professional Services Agreement
For a
Registered Architect, Municipal Building Services
The Township of Bordentown is seeking Statements of Qualification from New Jersey Registered Architects with documented experience in the Renovation, Space Planning, Design, Construction Management, and related activities for a Municipal Building in Bordentown Township. It is anticipated that based on the review of the Architect Qualifications, the Governing Body will select a limited number of consultants to submit complete Cost Proposals shortly thereafter. The prospective project to be awarded to the selected consultant will include, but not be limited to, a feasibility study of the renovation of, and/or, the addition to, the existing Municipal Building at 1 Municipal Drive to include the estimated costs to upgrade and modernize the existing building to current codes, standards, space needs, and energy efficiency, etc. Other tasks will include a space needs study for a new building, a schematic layout for a new building, and estimated costs to construct a new building. As part of the prospective project, it is expected that the selected consultant will be performing an energy audit and review/analysis of the existing mechanical systems such as the heating plant, with recommendations for improvements and cost estimates for the same. Therefore, all consultants submitting a Statement of Qualifications shall also include the Qualifications of the staff member or sub-consultant who will be performing an energy audit and review of the mechanical systems.
All applicants must submit eight (8) copies of their Statement of Qualifications to Colleen M. Eckert, Township Clerk, One Municipal Drive, Bordentown, New Jersey, by 4:30 p.m. on March 19, 2015. The Municipal Clerk will open all Statements of Qualifications submitted on March 20, 2015, at 11:00 a.m. in the Municipal Clerk’s Office of the Municipal Building, 1 Municipal Drive, Bordentown, NJ 08505.
The front exterior of the proposal’s transmitting container or packaging must clearly be marked with the words “Statement of Qualifications for Registered Architect, Municipal Building Services, Township of Bordentown”.
At a minimum, consultants shall include the following information:
- Criteria 1: Qualifications
The applicant must specify the qualifications that the applicant asserts would address the services required. The qualifications would include, but not necessarily be limited to, education, advanced academic credentials, certifications, licenses, awards, formal recognitions, and affiliations.
- Criteria 2: General Experience
The applicant must provide evidence of general experience in performing the required services. Include a history of the consultant firm and resumes of key staff members and sub-consultants.
- Criteria 3: Specific Experience
The applicant must provide the applicant’s direct experience in performing similar Municipal Building projects. A complete listing of similar projects performed by the firm, employees of the firm, and/or sub-consultants, within the past ten (10) years, shall be included, along with current, verifiable references for each project, as available.
- Criteria 4: Quantified Achievement:
The applicant must provide a brief synopsis of the most significant achievement attained by the applicant within the scope and nature of the services required. The result of the achievement must be quantifiably demonstrated, and the applicant must explain the significance of the achievement. Discuss initial budgeting versus final construction costs for the past projects, and the consultant’s role in both.
- Criteria 5: Compensation
While this Request for Qualifications is NOT a request for a Cost Proposal, consultants responding to this RFQ shall include a list of 2015 billing rates customarily used by the firm for public projects.
- Criteria 6: References
In addition to project-specific references required above, the consultant must provide three professional or business related sources of reference and two personal sources of reference.
Consultants are invited to include more than the above-listed minimum required information, at their option.

If awarded a contract, the consultant shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27., and all other applicable laws and regulations.
